Submission of Personnel Register 2024
ORANJESTAD - The Department of Labor and Investigation (DAO) informs that the period for the submission of the Personnel Register 2024 for all companies runs from February 5, 2025, to April 16, 2025.
The Labor Regulation 2013 (Arbeidsverordening, AB 2013 no. 14) has been in effect since April 1st, 2013. According to Article 28 and Article 30 of the Labor Regulation 2013, all companies in the labor market must be in possession of a labor list and a personnel register. The implementation of Articles 28 and 30 of the Labor Regulation 2013 is governed by the National Decree on Labor Regulation 2013.
The model of the labor list and the personnel register are legally regulated in the aforementioned National Decree, along with the obligation of the employer to provide these forms to the Director of the Department of Labor and Research (DAO).
In the form of the Personnel Register 2024 (model 1A), the staff employed in the year 2024 is indicated. In the form (consisting of 2 parts) of the Manpower Planning 2025, you need to specify the personnel needs for the upcoming year (model 1B) and the need for personnel related to a specific project in 2025 (model 1C), as indicated in model 1B.
Since last year, DAO introduced a new method for submitting these documents. The new working method means that the company gains access to the DAO's LABORA database via a portal with its login details for entering/submitting the Personnel Register and Manpower Planning. Personnel Register 2024
The personnel register can only be submitted digitally to the DAO.
If you do not have access to the DAO’s LABORA database (according to the new method for submitting), then from February 5, 2025, the register (consisting of two Excel files) can be downloaded:

You can also request these templates via email at aanvraagpr@gmail.com, and the DAO will then email you the Excel sheet templates. Please review the instructions carefully when filling out the Excel sheet templates. You are also requested to carefully check the employment details to ensure they correspond with your records and payroll statements during the filling process.
How and Where to Submit the Personnel Register 2024
The DAO requests that you fill in all the data in the digital version of the personnel register, according to the models stipulated by law, and send it to the email address arbeidsmarktaruba@gmail.com.
If your company has one or more branches or subsidiaries, please submit a personnel register for both the main office (e.g., Chamber of Commerce number 5555.0) and the branch(es) (e.g., Chamber of Commerce numbers 5555.1, 5555.2, etc.). Additionally, indicate in the digital version of the personnel register which employees rotate by placing an asterisk (*) in the column after the "No." column.
The DAO informs that it is mandatory to complete the Personnel Register.
After submitting the Personnel Register 2024, you will receive a confirmation of receipt from the DAO. Please note that the confirmation of receipt does not constitute approval of the personnel register for 2024. The DAO will inform your company in 2025 whether they approved the personnel register. It is mandatory to submit the Personnel Register 2024 in digital form from February 5, 2025, to April 16, 2025.
Companies that do not adhere to the submission period and did not submit the personnel register in the past year are in violation of Article 30 of the Labor Regulation 2013. These companies may be subject to an administrative fine of AWG 5,000 for violating the mentioned article. Violating Article 30 of the Labor Regulation 2013 also implies that you have not filled out the personnel register correctly.
Companies using an intermediary (e.g., an accounting or consulting firm) are reminded that the obligation to submit the personnel register lies with the employer, not the intermediary.
