Legal Officer of the Department of Civil Aviation Receives her Postgraduate Diploma.
ORANJESTAD - Marjanne Jarzagaray-da Silva, legal policy officer at the Department of Civil Aviation (DCA), recently graduated and received her postgraduate diploma in Aeronautical Law.
Present during this occasion was the outgoing Minister of Transport, Integrity, Nature, and Elderly Affairs, Ursell Arends, and the director of DCA, Ing. Edwin Kelly.
Marjanne Jarzagaray-da Silva completed her law degree in 2012 at the University of Aruba, specializing in private law. That same year, Ms. Jarzagaray-da Silva began her professional career at DCA as a legal officer. Over the years, she has successfully completed various courses to further specialize in the field of aviation.
In 2022, Ms. Jarzagaray-da Silva started her postgraduate studies at the Universidad Católica Argentina (UCA) in the field of Aeronautical Law. This study was possible thanks to a scholarship awarded to Aruba by the Latin American Civil Aviation Commission (CLAC). Aruba has been a member of CLAC for many years, and one of the significant benefits of this membership is the opportunity to obtain scholarships for specialized studies in the aviation field.
In December 2024, Ms. Jarzagaray-da Silva completed this program with a score of 9. The topic of her thesis was: "Incidents of Unruly Passengers in Aviation: A Comprehensive Exploration of Causes, Impacts, and Mitigation Strategies." Ms. Jarzagaray-da Silva presented a copy of her thesis to Minister Ursell Arends.
Minister Arends and Director Kelly congratulated Ms. Jarzagaray-da Silva on this significant achievement and thanked CLAC for granting the scholarship that enabled this valuable study.
The Department of Civil Aviation and Aruba now benefit from a legal professional with specialized academic knowledge in aeronautical law, which will undoubtedly make a significant contribution to aviation in Aruba.
