DAO introduced a new method for submitting personnel requirements in 2025.

ORANJESTAD - The Department of Labor and Investigation (DAO) introduces a new approach to gathering and publishing the short- and long-term labor market requirements for staff.  

The collection of personnel requirements has its legal basis in the Labor Regulation 2013, effective April 1, 2013. Based on Article 30, paragraph 1 of the regulation, an employer must send a personnel register at the request of the Director of the Directorate of Labor and Research (DAO). The Personnel Register consists of three parts, namely Model 1A, in which you indicate the personnel employed in the past year; Model 1B, the personnel requirement for the coming year within a company; and Model 1C, the need for personnel about a specific project for the coming year.

New method 

DAO introduced a new method for submitting these documents since last year. According to the new process, the business can access the DAO LABORA database through a portal and enter or submit data from the Personnel Register and the Personnel Needs using its login credentials. Date of submission Personnel Needs 2025 

The DAO asks you to submit your company's 2025 personnel needs or any personnel needs related to a particular project.   
The submission of the personnel needs starts on December 4, 2024.

Publication of Personnel Needs 

DAO will analyze and publish the collected personnel needs of companies up to January 31, 2025, in the first week of February 2025, anonymized and at the macro level. The analysis focuses on trends and insights in sectors and job groups in the expected personnel needs. They will publish the results on the DAO website. It contributes to a better understanding of the personnel dynamics in the labor market and supports strategic planning and policy-making. The result of the indicated personnel needs until June 30, 2025, will be published in the third week of July 2025 on the DAO website.

You can only submit the personnel needs digitally to the DAO (via the Labora database portal or in an Excel sheet via email to dao.labora@aruba.gov.aw. If there are any changes or additions to the indicated personnel needs of your company during the year 2025, you can submit these to the DAO at any time during the year. Employers who do not yet have access to the database system must submit their personnel needs digitally to the DAO via an Excel sheet. From December 2, 2025, you can download the Excel sheet (Excel sheet: DAO Personnel Needs 2025), or you may submit a request to aanvraagpr@gmail.com, after which DAO will mail the Excel sheet to you.

When you send the personnel needs via an Excel sheet (according to Model 1B and/or Model 1C), you are requested to fill in all the data in the digital version of the forms and send it to arbeidsmarktaruba@gmail.com. If your company has one or more branches, DAO requests you to submit the personnel needs for the year 2025 for both the main establishment (e.g., Chamber of Commerce number 5555.0) and the branch(es) (e.g., Chamber of Commerce number 5555.1, 5555.2, etc.). From December 4, 2024, it is mandatory to submit your personnel needs (if there is a personnel need at your company).

Date of submission of Personnel Register 2024 

From February 1, 2025, to March 15, 2025, you can submit the Personnel Register 2024 with the personnel data in 2024 (Model 1A). Companies that use an intermediary (e.g., an accounting or consultancy firm) can contact their intermediary for this purpose. The DAO would like to point out that the obligation to submit the personnel needs rests with the employer and not the intermediary. The work data concerns the company data, the employee data, the personnel requirements, and the associated projects, as well as the work list, the employees made available to the company (the temporary workers), the termination of employment of the employees, and the data on employees with a work permit.
