Announcement date candidacy
According to Article 16 paragraph 4 of the Electoral Ordinance, the Chairman of the Electoral Council announces that political parties registered with the Electoral Council may submit their lists for the June 25, 2021 elections.
Submission of candidate lists
Due to the COVID-19 virus, the submission of candidate lists will take place in two ways this election year:
- By e-mail. Time: Between 09:00 and 16:00 hours at any time
- In person
Political parties must make an appointment between 09:00 and 16:00 hours to hand in the lists in person. The authorized representative of the political party and a candidate on the list may be present at the submission of the candidate list.
By email
Below are the forms that must be submitted on the day of the nomination of candidates ("submission of lists of political parties"). You can download the forms, fill them out and send them in on the day of the nomination of candidates:
- The list of candidates;
- The declaration of consent to the nomination of candidacy;
- The declaration of receipt of the deposit with the Department of Finance;
- The written statement of color.
These forms should be sent on May 7, 2021 between 9:00 a.m. and 4:00 p.m. via email: verkiezingen2021@censo.aw.
Below is the schedule for submission of candidate lists on May 7, 2021:

The candidate list, pursuant to Article 19 in conjunction with Article 20 of the Elections Ordinance (KV), must also be accompanied by the following
- The written declaration of each candidate appearing on it, that he/she consents to his/her nomination on the candidate list in the order submitted;
- Proof of deposit with the Department of Finance of an amount of Afl. 1,000;
- A black and white passport size photograph of four by six centimetres (4×6 cm) giving a clear and good likeness of the highest placed candidate on the list;
- The parties may, if they wish, enclose the written declaration of color form with the submission, in case the ballots are printed in color.
Personal filing:
Time: Between 09:00 and 16:00.
You can make an appointment for this between April 26, 2021 and May 3, 2021 by sending an e-mail to verkiezingen2021@censo.aw. You will then receive an appointment for the submission of the candidate list on May 7, 2021, between 09:00 and 16:00 hours. Only the authorized representative and 1 listed candidate or party leader can be present at the personal filing which will take place at Stadhuis (City Hall), Schoolstraat 2.
The candidate list, pursuant to Article 19 in conjunction with Article 20 of the Electoral Ordinance (KV), must also be accompanied by the following:

- Proof of deposit with the Finance Department of an amount of Afl. 1,000;

- The parties may, if they wish, enclose the written declaration of color form with the submission, in case the ballots are printed in color.
Requirements:
- A list may contain, among other things, a maximum of 29 candidates: 8 more than the total number of State members to be elected;
- Political parties without representation in the States must collect a total of 587 signatures of voters (= at least one percent (1%) of the sum of valid votes, which were determined by the Electoral Council at the last held election, rounded up to a whole number) before the 2021 elections in order to participate in the elections;
- A candidate may appear on no more than one list of candidates;
- A voter may only support one list of candidates.
On May 21, 2021, the Electoral Council will hold a session to examine the lists. Until May 24, 2021, the Electoral Council may notify a party in writing regarding observed omissions, e.g., missing documents. The party has until May 27, 2021, to rectify the omission, as indicated in the notice, by completing the missing or incomplete documents itself at the Electoral Council. On May 28, 2021, the Electoral Council will decide on the validity of the candidate lists.
12 political parties, registered with the Electoral Council, have submitted candidate lists to compete in the 2021 elections. In addition to the parties AVP, MEP, POR and RED currently represented in the States, the parties Accion 21, CURPA, HTC, MAS, RAIZ, PPA. Pueblo Prome and UPP, are also participating in the elections.

Support for candidate lists:
In accordance with Art. 17 paragraph 2 of the Electoral Ordinance (KV), the political parties without representation in Parliament must collect 587 signatures of voters, in order to participate in the elections, which is equal to at least one percent (1%) of the last vote count. The support of the candidate lists takes place during 7 consecutive days (excluding weekends) from 09:00 a.m. to 8:30 p.m. after the submission of the candidate lists.

Decision on Validity of Candidate Lists
On May 28, 2021, the Electoral Council will decide on the validity of the candidate lists in a public meeting. Pursuant to Article 31 of the Electoral Ordinance, the Electoral Council shall publish these lists of candidates.
Numbering of lists and color assignment
If no appeal has been lodged, the Electoral Council proceeds to number the lists and assign the color. Finally, the valid candidate lists with their number and color will be made public.
On June 2, 2021, in a public session, the Electoral Council assigned the following numbers by lot and assigned the preferred color to the respective candidate list:
